That''s what I meant-the concrete road should have been removed first, then a bed of hardcore installed followed by a sand bed on which to bed the blocks.

Actually cardiac/heart attack hill was bedded on about 1 foot of sand/shingle which was completely washed away - all down to the original concrete road - I don''t think any sand based road could have coped with that deluge - think of the sea..!!

No wonder the blocks were washed away if they were laid on an existing hard surface instead of being bedded on sand which permits drainage!
