GIYKIMBIL System Update

After some weeks of ongoing debate it would seem there is now a realistic solution for foreign property owner owners to register their rental guests on the Giykimbil system.

We are seeing that Kas Janderme (not police) is issuing username/passwords for the Giykimbil system to owners who apply to them in person with a copy of their title deeds, passport and Turkish tax number. That’s it. Nothing more is asked for.

Once you have these login details you can employ any one of several Kalkan companies to offering a service to upload your guest details on a daily basis. They will do this using your username/password information specific to your property.
On the 1st November you may apply in person at the Janderme to go offline over the winter period. Similarly at the start of the next summer season you will have to visit again to go back online and start registering again. By going offline no daily uploading is required. Thank heavens for that!

Unless you plan such regular and timely visits to Kalkan we would recommend that you give power of attorney (POA) to the person you will appoint to do the uploading for you. This POA can cover applying for the password details in your absence and getting offline for the winter period and back online again for the summer.

If you are coming to Kalkan we recommend you give POA at the Kas Notary public to the person you are employing to do the job. If you can’t come to Kas then arrange the POA from the UK either via the Turkish Consulate or specialised lawyer.

A Few Final Notes:
If you go offline over the winter period from the system, but as the owner come and visit your property, you can register this one off type visit by taking your passport photocopy to the Janderme on arrival.

Giving POA does not cancel your legal liability for uploading details correctly. It is therefore important to give this job to someone you can trust will do it timely and correctly. We understand reputable management agents are asking in the region of £200 for this service per annum (if given POA and ability to go offline over the winter period).

What about opening a Turkish company though?
According to the KTLN report you still need to open a business. Are you saying you don't have to?

Does anyone know what the situation is with jointly owned properties and giving POA.?  Can one  of the owners give POA to an agent to register details on the system, or do all joint owners have to give POA?  Just thinking about the cost of giving POA if we have to have 2 passport translations etc.

Anne, there are agents here who will do it without the bother of a Poa. Our apt is jointly owned, our manager didn't want to know! Went elsewhere, they just took a copy of our passports and I signed an informal agreement. Turned out to be far simpler than I expected. I think management companies, or independents, will have to up their game, as we are now tempted to,put our maintenance with new company too.

Mick07413 ... if anyone gets and gives a POA from outside Turkey, it must be apostilled.

Regarding the POA I was in kalkan last week and went to Kas to sort this out. It was very simple and pain free. You have to go next door to the Notary first and ask the translator to come with you. It was really quick and easy and cost less than £90.

I am using my managing agent to register my guests (KEP) but they will only do it if they manage your property. I would highly recommend them. They provide a first class service.

Went to kaş jandarm on 17th May , registration was simple and painless. I took both our passports and tapu, as villa is owned by both I and  my wife. I  was given a login an password to use  the Web based registration app. You do not need to be Turkish. I could do this from UK if I wanted, however we opted to allow maintenance company to do for us. At end of September we write a letter to the jandarm in both English & Turkish stating the villa will be closed between October and end April  and during that time no registration on a daily basis is needed .

Its a real shame that people had their accommodation bookings cancelled in the early confused stages of this process. I hope everyone was able to find alternatives in Kalkan rather than take their business elsewhere.
Better to keep your mouth shut and appear stupid than to open it and remove all doubt :)
